The in-house terms were explicit for non-violent offenders who were convicted but released due to the COVID-19 pandemic affecting U.S. Federal Prisons.
Cohen was spotted out and about in New York while he was supposed to be holed up in his home.
The picture of Cohen being spotted at a New York City restaurant violated the terms of in-house.
The Bureau of Prisons said Cohen "refused the conditions of his home confinement."

The longtime fixer for Trump is to serve 3 1/2 years in federal time out. He was found guilty in campaign finance fraud, wire fraud, lying to Congress and tampering with evidence.
He was the fall guy for Trump's hush payments to adult entertainer/activist Stormy Daniels and model/former adult entertainer Karen McDougal. Trump ordered Cohen to pay Daniels through a shell company to keep her from exposing the allegations of him having an affair with her during the 2016 U.S. presidential campaign.

Cohen was granted in-house after his lawyer Lanny Davis argued that he was at risk of COVID-19 due to health conditions. The federal judge granted him an early release. However, it was delayed for five weeks after complaints from Trump.
Rupert Murdoch's trash tabloid The New York Post caught him at Le Bilboquet, a fancy French restaurant near his home. The photograph could have been the spark that lit the fire under his ass.

Softball Hannity has denied having Cohen as his lawyer. In April 2018, the federal judge ordered him to release the name of his clients. The annoying agitator failed to acknowledge he was in the services of Cohen.
Cohen, Jay Sekulow, Victoria Toensing, Joe DiGenova and Rudy Giuliani are (or once were) lawyers for Donald J. Trump and Sean "Softball" Hannity.
