He said that an inquiry going back 10 years will determine if there's officers who abused their authority towards people of color.
The Minnesota Department of Human Rights will launch an investigation into the Minneapolis Police Department after filing a civil rights charge related to the death of George Floyd, who died while being pinned to the street by police last week.
The so-called, "COPS FOR TRUMP" police union president is under fire.
Bob Kroll is facing calls to resign after he called George Floyd a "violent thug criminal" in a letter to the Police Officers Federation of Minneapolis members.
Kroll claimed that he and over half of his board members were involved in police shootings but "didn't have problems" with PTSD (post traumatic stress disorder).
Kroll did not immediately respond to a request for comment Tuesday. Kroll has been an outspoken critic of the city's liberal leadership, which he faults for being anti-police and holding back on needed resources and manpower. In a letter to the rank-and-file, he blasted the city's handling of the riots following Floyd's death, saying officers had been made "scapegoats" for the continued violence.
Kroll was under fire from two of the state's largest labor organizations. Education Minnesota and the state AFL-CIO called for his resignation.
Meanwhile the City Council issued a joint statement welcoming the state scrutiny. In a news conference Tuesday afternoon, council members presented a wide range of ideas about how they hope this investigation could help reform the police department.
Some want to defund the department quickly, though others prefer to take a longer approach, soliciting more community input before drastically overhauling the force.
In a letter released Monday, Kroll described protesters demonstrating over Floyd's death as terrorist and criticized the city's politicians for not sanctioning greater use of force against them in a letter to union members.

"The first thing we said was OK, let's see the budget, let's see the city budget. And guys they're pissing away, millions and millions of dollars to projects," Kroll said.
"Like you know, they're giving $15,000 a year to the transgender coordinator of the city."
He was referring to the city paying a worker who is transgender.
He was complaining about Terrance Franklin, a former Minnesota Viking who was Tased by the Minneapolis Police at a bar. The city settled out of court with the football player.
"They just paid a former Minnesota Viking $385,000 in an out-of-court settlement because he was tased when he wouldn't leave a bar. The cops tased him. You're giving away money left and right in lawsuits, and you want us to take a bath? So forget it," Kroll said.
The state is investigating an incident where a woman recording the police storming down a residential street being pelted by paintballs while on her own porch.
There's a lawsuit underway from a dozen or so residents who felt the Minneapolis Police violated their civil rights.
The funeral for George Floyd will be held in Houston, Texas. His body will be traveling from Minneapolis to Fayetteville, North Carolina and soon to Houston.
The protests are continuing in the United States. Donald J. Trump has fumed over how governors are not controlling the protesters. Trump had threatened to use military force on protesters to stop looting and vandalism.
