A Salt Lake City detective is off the force after he manhandled a nurse. |
Alex Shaffer Wubbels was brutally manhandled by this detective known as Jeff Payne. The detective was upset that wubbels didn't give him what he wanted. He and another detective were investigating an accident scene in rural Salt Lake City. They wanted the hospital staff to draw blood from a suspect and the nurse refused.
Under the HIPAA law, a nurse and doctor cannot be forced by police to treat any victim without consent or a warrant issued by the court.
The detective kept pressuring Wubbels to do so going against her principles.
Her manager stood by her.
While she was on the phone talking to the manager Payne was getting upset. He was getting fed up with her trying to give him the runaround.
Alex Wubbels is shaken by this whole event. She was ecstatic that that dirty cop was taken off the streets. |
Payne said that he will appeal this decision and he has the backing of his lawyer and the police union. Payne has worked with the Salt Lake City Police for over 20 years. The police union believes this is all a political stunt.
Wubbels was relieved that he was fired out the cannon. She was lucky he didn't pull out his firearm and shoot her for doing her job.

Payne's partner James Tracy was demoted. He was demoted for writing a misleading police report.
