Democrats need to win 25 seats in order to retake the House of Representatives. They need three seats to retake the Senate.
Donald J. Trump is hovering around 38% in job approval. He is favored negatively across all spectrums. His "base" still supports his agenda.
Republicans are still struggling to wrangle up votes to pass bills to fund the government. They claim the Democrats won't work with them.
I am sure that Royce and Shuster were leading the way with the notion.
Royce was the committee leader of foreign affairs. Aa House Committee on Foreign Affairs he had a powerful voice in criminal activities by overseas entities.

Shuster on the other hand was scandal plagued. He was caught up in an affair while he was married. He had a longstanding affair with an airline lobbyist.
He gave his mistress easy access to funds.
He won reelection in 2016, despite the affair. He was part of the Committee on Transportation and Infrastructure. He served as chairman.
