Also, Ryan faces a primary challenger who may also be another Roy Moore in waiting.

Now he has achieved his goal to rewrite the tax code. But the tax reform law is deeply unpopular with most Americans. Even in Ryan's hometown of Janesville, he is not liked among the swing voters of his district.
Ryan is contemplating whether he should run for reelection or retire gracefully.
